Overview:
IABS' Vision: Every NC Pre K - 12 public education system implements and sustains all components of a Multi-Tiered System of Support.
IAB's Mission: The division will prepare and support LEAs to implement and sustain a multi-tiered system of support through professional development, technical assistance, and resources aligned with the six critical components of NC MTSS that result in a sound, basic education for every child in North Carolina Public Schools.The IABS Strategic Plan complements the goals and objectives of NC State Board of Education Statewide Strategic Plan:
Goal I: Eliminate opportunity gaps by 2025
Goal II: Improve schools and district performance by 2025
Goal III: Increase educator preparedness to meet the needs of every student by 2025.The IABS Division and the Strategic Plan are committed to implementing the State Board of Education’s guiding principles of
equity and whole child. The IABS Division implements and supports a multi-tiered system of support at the agency, district, and school levels. The goals in this strategic plan encompass the implementation of MTSS at all grade levels, pre-kindergarten through high school graduation, and across all public school settings, traditional and non-traditional.The goals and objectives below inform the work of IABS division to support districts and schools in North Carolina. The first two goals relate to intra-division and intra-agency work:
GOAL I Deepen the knowledge and skills of NC IABS Team.
GOAL II Elevate NC MTSS within NC DPI.
GOAL III Support NC MTSS implementation PreK - 12. Goals, objectives, and components support state-wide implementation and sustainability of an MTSS:- OBJECTIVE 1. Leadership: Develop leader capacity to support implementation of an MTSS.
Component 1. Equip leaders to support the implementation of MTSS for school and district improvement. - Component 2. Design equitable and sustainable methods for elevating MTSS implementation across North Carolina.
OBJECTIVE 2. Building the Capacity/ Infrastructure for Implementation: Increase district and school capacity to implement MTSS. - Component 1. Develop a structure for regional, district, school, and coordinator support to provide professional development
and technical assistance.
Component 2. Develop, organize, and support the utilization of internal and external resources to support the implementation
of MTSS.
Component 3. Partner with NC IHEs to educate pre-service teachers and leaders for effective MTSS implementation. - OBJECTIVE 3. Communication and Collaboration: Define IABS support to increase engagement with stakeholders.
Component 1. Develop and implement a renewed partnership agreement with districts and schools.
Component 2. Identify and address gaps in communication and communication protocols.
Component 3. Develop and provide tools and resources for increased family engagement. - OBJECTIVE 4. Data-Based Problem-Solving: Utilize implementation and outcome data at state, regional, district, school level to drive
support. - OBJECTIVE 5. Three-Tiered Instruction/ Intervention Model: Improve school-level installation of a three-tiered instruction/ intervention
model.
Component 1. Design and offer professional development and technical assistance for district and school teams.
Component 2. Create core social-emotional learning resources and support plan.
Component 3. Implement Check and Connect as a state-wide offering for mentoring. - OBJECTIVE 6. Data Evaluation: Provide resources to support stakeholders for systemic evaluation of MTSS.
Component 1. Develop a district-level implementation roadmap and tool (Facilitated Assessment of MTSS - District Level).
Component 2. Develop and offer K-8 math universal screening and progress monitoring tools.
Component 3. Develop and offer support for MTSS ECATS implementation.
